David Milliss was a Fulbright scholar and active member of New Theatre which was regarded as a communist front organisation.  He was denied work at the Australia Council when it was established on ASIO recommendation. Their report indicated he should not be allowed near money or secrets; neither of which he would be near in the role in question.
